You gotta have man hands. Surface rust melded the two together. Just kick it. And when you put it back together put a little bearing/axle grease on on the rotor or wheel.

If you have a rubber mallet, tap the edge of the tire or wheel in a star shaped pattern (similar to how you put on the lug nuts kinda eh) to try and 'vibrate' it loose.
Mine did that once...I tried yelling at it but it didn't help.
