Default help help starter issues

i recently slung a rod in my 00 gt, i purchased a npi motor from the bone yard out of a 97 police cruiser, my motor is a windsor 8 bolt crank pattern the new engine is a 6 bolt. i ordered a ford racing fly wheel to accommodate the crank shaft difference. as of today the swap is 99% complete all put back together, when i first tried to start it all i got is a weeee sound, i knew that the starter wasnt engaging ,so i went to advance got a new one, tried it same thing happened, so i then called summit spoke to a technical "advisor" ha, he told me since i was using a motor out of an automatic car and going to use a t45 behind it, that i had to use a different starter part # tss-6221 or pwm-9532 which i cross referenced that part number at advance and it ended up being a starter for a f150, purchased that starter and same thing happened for the 3rd time. weeeeee sound..... nothing bendix gear still didnt engage with flywheel. is there something im over looking???

yes there is a good connection on solenoed i am 100% sure, im about ready to give up, if anyone has encountered this problem please help me.

So to sum this up when i hit the key starter spins bendix gear springs out but does NOT engage flywheel... im stumped
