I can plug the tuner in to my car, but its useless because it doesnt have anything tuning information to apply. I need to find whatever cable plugs into the tuner to my computer to upload some tunes.

Its a standard modern printer port to usb. Take the tuner to any computer store and show them the pot on the tuner, they will know what it is.

This, your local Radio Shack will have them.
