New exhaust will satisfy both of your needs. Unfortunately, exhausts aren't exactly what one would call cheap. I would recommend an offroad H-pipe and then mufflers of your choice. If you can't afford all of that, maybe just an H-pipe to remove the cats and free up some HP and airflow that way.

Single greatest bang for the buck is a premium fuel optimsed tune/tuner, especially on an '03 where the 21 lb/h injectors make it go pig-rich at WOT--with the AFR sometimes dipping into the low 11s.
Even with 87 octane the timing can be bumped by 2° to 3°, and it can be leaned out by 0.3 to 0.6 AFR at medium to high loads and rpms.

For many... changing the exhaust to something of your taste, is worth more than the HP you pick up from it, which won't be alot by itself. You can probably find lots of good used catbacks and midpipes out on the market for fairly cheap than buying brand new.
I was always partial to my Borla Stingers/Magnaflow catted X on my old cobra. I have a link of it in my signature... but just search for different videos and see what you like the best if you go that route.

i agree with everyone else, go on youtube for the exhaust. But something that youre gonna feel, although it wont add horsepower is gears. Your gonna need a tuner to correct the speedo and youll feel a good change with that
