Default Pressure regulator location on 03 gt

I have a 2003 gt and I'm having pressure issues and I cannot find the regulator on my rail. In fact the only thing on my rail sensor wise is the sensor itself with the wire connector and the vacuum tube connected to it I'm not sure if the rail is stock or not but I can't get past 2bd gear without losing power. Car goes to idle rpm when I shift Into 3rd even when I press the gas still stays the same. Any insight would be appreciated

theres isnt an old school style vacuum reg. variable voltage pump with a driver module supplies the needed pressures and reads off the pressure sensor as a reference
