I'd say coated. It's not so much keeping under the hood temps down as it is keeping heat in the headers. Heat always moves from a higher temp to a lower temp. Heat rushes toward cold, which is why hot air rises. Not because of weight or anything with density, but the cold air is up higher in the atmosphere, so the heat rushes towards it. So if the headers stay hotter, the exhaust is going to try harder to naturally get out to the cold.
