I just sold everything down to the last nut and bolt (minus the manifold and fuel pumps) for $1600 shipped. I also threw in a ported low low miles 2012 blower, steeda intake and other goodies.
For another $300-$350 OD pulley and smaller blower pulley this kit will absolutely push over 500rwhp... but you need the internals to do it.
I am working on another supporting parts kit as we speak. I actually just joined this forum to track down a fuel sending unit for the 07-09 GT500 dual pumps. I have a set of 2012 pumps with 100 miles but the sending units are different. Stumbled on this looking for parts lol.

It kind of depends on how you define "best". The cheapest route is not necessarily the "best" route.
Think about how you are realistically going to drive a 500whp Mustang. What criteria is your idea of "best"? Do you want peak HP at 7000rpm or at 5600rpm? It makes a difference. Reliability, ease of install, servicability, cost, availability, potential for growth? You can't have it all. What is most important to you?
IMO, the "best" way to 500whp is with a well built N/A motor. It is cerainly not the most cost effective, but the finished product is the simplest, easiest to tune, and arguably the most realiable. For HP numbers north of 450-500 whether you go F/I or not, you are going to want a built motor anyway. Why not start with one?

I'll be honest, I'm skeptical. Whenever I see these cheaper kits for going FI they always seem to be a little short somewhere. I hope I'm wrong though. Cheap power is good and it just leads to more folks for me to compete with.
