RE: kind of confused...
set it to TDC with the cap off and see if the rotor is pointing at DIRECTLY #1, if not, see if you can make it point at #1, if not point it out and rotate it a tooth so you can. Does the car run fine even though it's set at "21"? if it does I would go ahead and rotate it a tooth anyway, it's a 30 second job to do so what do you have to lose? 1 minute of your time putting it back? just make sure you DON'T drop the shaft, luckily when I did mine, my engine was on a stand and the shaft fell down to the oil pan, so it was about 10 seconds to unbolt the two bolts holding my oil pan on, if you drop it in the car and it just happens to find that right spot and falls through, you've gotta damn near pull out the motor.
Did you have the distributor out of your car?

If you put it up to TDC you should see the rotor pointing to your number one wire. Even off a tooth should not matter on the dizzy. If you see it pointing to a different cylinder use that as number one and take timing off it. Of course, there is a little variance which is why there are adjustable pointers and timing tape. But you must make sure the balancer did not slip. You can verify by bringing the piston up and measuring with a dial indicator or threaded piston stop, the balancer should be near TDC.

Okay, so i moved it. I put it to tdc, and then moved the gear back to where it should be and had it right at sparking #1. It looked perfect, the balance was right at zero, everything was in sinc. But I'm still at about 20 degrees which shouldn't be right?
