First make sure the rear brakes are adjusted correctly. The adjustment for the e-brake is on the handle itself. Look down in where it goes into the console and you should see a threaded rod w/ a nut on it. That's how you adjust it. Turn the nut clockwise to tighten it.

Well since you brang it up, I just replaced my shoes on my drums (eww drums) and that adjustment behind the drum I wasn't sure what to set it to, so I just kept tightening it until I couldn't put on the drum, then backed it off. Thanks for all your help btw PRO50SC.

No problem. You want the adjustment for the shoes tight enough that the shoes just start to drag the drums when you rotate the wheel.

drive backwards down the street but make sure the road is clear and tap the brakes to adjust them!
