I ended up disconnecting the electical and sprayed carburetor cleaner directly into the valve .. but i havent touched the other end, just to clarify any confusion I sprayed the cleaner into the (right side) based on the picture I attached. I wasnt able to disconnect the (left side). I wanted to avoid removing the strut brace and Intake manifold but I guess I have no choice if I want to get it done right.

You could check the valve w/out removing it from the intake...start engine and apply some vacuum to the EGR valve while engine is idling, it should stumble, have a rough idle...release vacuum and idle should go back to normal. If it checks out as explained, the problem could be a vacuum supply one from the EVR to the EGR valve, vacuum supply to the EVR solenoid from the intake port, broken vacuum lines, faulty EVR solenoid, or a bad EVP sensor (eventhough the valve is opening, the system does not see it's doing so). My 2¢.
