Your best gains would be heads and intake at the same time.... Save up a little more and get them both used. You can get a used street heat and GT40 or P heads for under $600 used.
^^About the track heat....It may hurt you more than help you depending on your setup. It won't have the same low end tq as the street heat and the max power (up to 6500 rpm's) will be out of range on a stock engine. If you have a cam and heads to run at higher rpm's then it will be bad ***.

So you are split between getting the intake or the heads? Get them both! Your going to get even better gains than you would with just one. I think Im going to get the TF track heat intake with the GT40 heads because I dont have the money fo some good aftermarket heads.

as far as my "power adding mods" go:
BBK Equal lenght shorty headers
BBK O/R X-pipe (no cats)
Mac Pro Dumps 2.5" mufflers
Fender mount CAI
Professional Products 70mm throttle body
Ford Racing underdrive pullies
so this will give you a good idea what the trickflow and gt-40s will give you... keep in mind.. this is a cobra we are talking about

From what I've read, the P heads [4bars] outflow the GT40's [3 bars] up to .500, but the GT40's flow more after that. W/ a stock cam, I'd take the P heads all day long.
The rpm's are more dependent on your valve train more than the heads....you'll need a valve spring kit anyway (stockers suck), so you shouldn't have to worry about valve float if you take it above 5500-5800 rpm, although your power band ends in that range.....

Man...this stuff starts getting confusing when you get into heads and stuff [>:]. I don't think I would be able to install the heads myself... or at least by myself anyways. but if I were to get a set of gt40 or gt40P heads... I would need: Heads, valve spring kit, Gasket set and head bolts can be had for about $100. having them shaved $60. New plugs $20. Oil change, brake cleaner, WD40, RTV, and new coolant maybe $60...
