My Tire is Loose from the 9 and 3 o'clock Position?

Yes. I just changed mine about a month ago. It could take a couple of hours but it isn't a hard job. The hardest thing was on the inners it has a small pin that needs to be drilled out before you can unscrew them from the rack. As for the outers they have a taper to them. Loosen the nut on the bottom and take it off. You can heat the tie rod a little and pound it back out to release the taper. Just be careful not to mushroom the head of the the bolt because you won't be able to get it through the hole. I've taken the nut off and turned it over screwed it back on for a few turns so you can pound on the nut and not the bolt.
Good luck,
Roger

Its most likely a tie rod. I've had ball joints go bad before and you only feel it from 9 and 3 and not 12 and 6 but thats mainly on hyundais. Your going to have to have some one shake the wheel while you hold the inner if the play goes away then its the inner, if its stays its the outer.

There has been some rattling on my passenger side and I had the car up this weekend and shook the tire a little and its coming from right inside the rubber sleeve of the rack where I guess the tie rod starts? Its loose right inside there. This would be the inner right? Can I just replace that? It like $15 at autozone.

yup, but not a bad idea to do 'em all, you will need a alignment afterwards....and to get the outer rod out, you use a tie rod, ball joint fork...Tool made for this
