I would think if anything it is private property, all the can do is kick you off. I am not sure as to why they can tax you like that for a vehicle violation. The only people here in CA that can write tickets are real peace officers. I went to a movie with a coupe of friends a few weeks back on our motorcycles. Well we parked in what we though was a spot. After the movie we came out and all 3 of our bikes had tickets on them from the mall but they were just warnings that we blocked a walkway. They didn't even tow us or anything. I guess what Im getting at is that real cops are real cops for a city, county, or state... mall security is just "private" security.
