If you removed the EGR, just make sure you don't have a sealing problem at the TB....that's the CANister Purge (CANP) solenoid, as long as it's functional, the EEC-IV takes car of controlling it...make sure the vacuum source hose is not leaking, and that there is no vacuum, engine idling, at the canister filter side hose.

Need to do a DIY KOEO/KOER self-tests to check what failing circuits could be causing your problem, but go through the base idle setting procedure first....my 2ยข.

i did the koeo and the koer tests on my car, it says koeo egr sensor below min voltage code 327, I dont even have the egr anymore so thats ok right? it also says koeo canister purge sol circuit malfunction during test code 565, memory code 113 act/iat/vat circuit above max voltage -40 F Indicated, memory code HO2S Bank 1 system lean code 172, and the same exact think for bank 2 code 176. also says memory code 211 profile ignition sensor circuit malfunction. memory code 542 fuel pump secondary circuit open pcm/fuel pump gnd. also memory code 556 fuel pump primary circuit curcuit malfunction.
it also says koer code 314 thermactor AIRsys inoperative during self test, and, koer code 311 thermactor AIRsys inoperative during self test. and koer code 632 trans ctrl sw ckt no state change during self test..
AM I SCREWD? PLEASE HELP ME GUYS IM SO LOST I HAVE NO IDEA WHAT ANY OF THIS MEANS! THANKS!!!

Not sure if this would help, but I'd just hook up the egr stuff right back up and clean the tb and the run a scan and see if codes show up again and see what happens, and hopefully it all works out well for ya... good luck.

Let's break it down....
KOEO (OD)
327 - EVP below minimum...no EGR installed...OK
565 - CANP circuit malfunction....if you don't want fuel vapor and odor around the car....I would replace it and keep it installed.

KOEO(CM)
113 - ACT/IAT circuit Above Maximum Voltage of 4.6 volts....this is a shorted IAT sensor condition that was logged at some point, since it's not showing up as a KOEO-OD code....clear ECM codes, drive test for a while and re-check for code.
172/176 - O2 Sensor sensor circuit indicates system lean (both sides)
542/556 - Fuel Pump circuit failure.....clear ECM codes, drive test for a while and re-check for codes, these need to be "validated" as hard failures.

KOER
311/314 - Thermactor air system inoperative (both sides)....cause is obvious, system was removed....no need to worry about it.
632 - Overdrive cancel switch not changing state (E4OD).....this is usually an operator error, when KOER self-test is initiated and you get cylinders ID code (4), you need to move steering wheel ยฝ a turn to each side, press and release the barake pedal, and press the O/D switch twice (deactivate-activate cycle).....no need to worry with this one either.

Now...since the lean codes didn't show up in KOER, suggest to clear codes and test drive it....make sure no vacuum leaks are present, and I would replace that CANP solenoid.....Regarding the EGR, since you have the obvious code, due to the absence of the EVP....don't worry about it....the EEC-IV logic automatically bypasses/deletes the EGR function, and no EGR induced timing is added due to the EGR being inop (internal logic safeguard to prevent engine ping when an EGR failure code is present).

i didn't read all the posts but the photo you attached is the solenoid for the purge canister. mine was disconnected on my 89 and it would not idle well until i fed it the vacuum it needed.
