Default Wierd idle

Alrighty well, about 2 weeks ago I changed my ISC (Idle Speed Controle) and my Coolant Temp Valve. Two days ago when I was stoped at a light my rpm went from its normal idle (about 700) to 1900 and stayed there. It goes back down for a second then goes back up while im sitting still. And it has been doing this almost every time I stop. Could the new ISC sensor I got be bad? I dont know exactly what it does.. any info would be helpful.

Oh, btw my o2 senors are bad, but they have been bad for a while like a month or so. I know I need to change em!

Yes, definately check the vacuum lines. I had a vacuum leak but for some lucky reason a simple breather filter corrected it.
