You can adjust the tps by loosening the 2 screws and giving the tps a little twist.
It would be tough to know if you are making things better or worse with out a DVM though.
Can you borrow one?

Doesn't need to be anything fancy.
I think I have one that I paid less than 10 bills for.
It doesn't compare to the Craftsman one I have, but for the money it does great.
