Well it all depends on where the rust is and how bad is it. 2nd are you planning on keeping the car ? If you are planning on keeping the car then you should cut out all the rust and replace it with new sheet metal. If it is minor surface rust sand it down real well and I would recommend using the por 15 system. You can primmer of por 15 and then apply the correct color. ( when you primmer over por 15 you need to do it when the paint is tacky ) On your fenders if it is common spots by the antenna or on the bottom of the fenders then I would replace them. Pull them off and look on the inside of them. If they are real minor then I would do what I mentioned with por 15. Plus if you are going to get the whole car painted you can save yourself money by stripping the car yourself and seeing what the car is really like or pay the money and have it b blasted. Hope this helps

Now anytime that you do body work if you want it done right you're going to have to use body filler(bondo) at some point, it doesn't matter if you replace the metal or just sand it down. The bondo gives you a level surface so that defects don't show through the paint because it fills them henceforth the term body filler. But if you don't know much about bondo or haven't done much body work before I would advise that you pay someone else or get someone that you know that knows how to do body work to help you. But sheet metal is always the best idea especially if you can get a whole new fender or whatever panel you need because sanding unless you sand blast the entire vehicle doesn't always get all of the rust.

never never never use bondo over rust. In order to use it, your going to have to get every micron of rust out first, other wise your wasting your time.
