Default Jetting The Carb Question

I put new heads on with 202 valves (larger than stock) and the car seems to be running a bit sluggish. I jetted the car from 67 to 69 and it is much worse. Should I be going down?

have you checked your plugs for a rich condition? what is your motor and carb size?

I'm running a 302 with a Holly 600 with a Wieland Stealth intake. I Haven't checked the plugs but will tonight.
