Fuel Sender Problems

Fuel Sender Problems
I have a 1991 GT.
Whenever I get into the car the gas gauge says Full, but whenever I start the car it goes to E.
Someone had mentioned that it sounded like it was a bad ground. Im not so sure that may be an issue. Does anyone have any ideas on how to test the fuel sender, or a way to test the wiring. I ahve a dvom, but not so sure what I am looking for. Any help would be greatly appreciated.

RE: Fuel Sender Problems
i dont have the stock gauges. i have the nordskog digital dash. It all started whenever i changed my fuel pump.
00 is empty and 99 is full
gauges are still in the stock location
ive never had a problem with the gauges and they have always worked beautifully. But i am trying to find some kind of wiring diagram for the sender or any advice on how to trouble shoot the problem :-)

RE: Fuel Sender Problems
Need to do a resistors check.....install a 14 - 18 ohms resistor to the sender signal wire and the other resistor lead to ground, and it should read empty.....do the same test with a 155 - 165 ohms resistor, and it should read full.....any resistor value in between, and it should read from 00 - 99...if OK, the sender is bad....otherwise.......does that panel uses an OEM anti-slosh module?......
FYI....you may want to use the following diagram:

RE: Fuel Sender Problems
ok ran a new wire from the gauge to the sender. started the car and it said 00 (empty) so i drove down to the gas station and filled it up (it only held 3 gallons). It still says empty. Anyone have any ideas now?
Edit: as soon as i have a chance i am going to run a new ground wire, but i really dont want to drop the tank with it full completly. It really sucked last time, since i dont have any help.
