You should probably spray some rust penetrator on it before you primer/paint it.

no dont use rust penetrator steps to fix wax car with a non wax soap then wipe down with silicone wax and grease remover wipe on with one rag wipe off with another. now ur ready to sand if u have an air compressor take some 80 grit paper and put it on a d.a. sander if not u can use a wire wheel on a drill to remove the rust stilll might have to sand with the paper metal should be completely new looking after cleaning! next step either wax and grease it again and prime with an acid etch primer(por 15 will also work)then a sandable primer(primer absorb water it will come back if u leave it sittin open to long.(or u can scrub it with phosphoric acid with some steel wool and a glove on dont get this on good paint it will soak in and have to be stripped! after scrubbing with the wool/acid dry with a clean towel and spray a sandable primer over it)
