just dont scrub the area that has the rust with a wire brush use some kind of alcohaul and you can find corrosion preventative sprays and paints to cover the spot to slow and or prevent further rust. I deal with rust and corrosion all the time at my job and it kills me when people scrub it with a metal wire brush all that is doing is wearing the metal down and it will come back faster then before.

if you have never repaired a rust hole , do not attempt it, life long injuries are very easy to your skin, lungs and eyes.
I dont believe in folks that cut around the hole and then rivet a piece of tin in its, place; thats 1940 ;s body work.
I cut the rusted portion out to good metal, weld a piece of aluminum in its place(aka a piece of metal from a old car door cut and beaten to conform shape), grind my welds down, putty area to hide blemishes and sand, primer and paint or just undercoat.
you can rent an welder mig or tig at any tool rental company for $25-$49 for 4 hours, and get a piece of scrap aluminum free at any salvage yard or recylcling facility,( I paid $2.00 for a big piece of 1/4in scrap aluminum)

in our body shop, there is this new revolutionary piece of rubber and bonding agent for floorboards, you cut to fit, then coat over it on both sides with the bonding agent, and its actually stronger than a weld as it bonts on 24 hours!, you can sand the agent smooth after 24 hours and paint over it or undercoat, and these new techs are using it like crazy!
