Default can a exhaust shop fix this?

I have a loose catalyct converter sheild, i kept it together with clamps and now they just won't stay on. The bottom shield is ripped off, its the top one that is loose. Its welded really good on one side and thats why i can't rip it off. I heard you should keep it on anyway, so you dont burn your floor board and stuff, so im playing it safe and keeping it on. Can a exhaust shop or any shop weld it back on for me?

i have a hose clamp..i went to advaced autos and they said thats the biggest it comes. it worked, now it wont work anymore. and its just about time i fix it.
