Default help with timing issues

Well just got my new combo running, however when I go to time it, it only runs good at about 25-40 degrees. What could be wrong? when i put it at the 14degrees it just stalls out. Any ideas?

plugs are brand new yesterday with 5 miles on them. They are still white with a little dark tan around the edges. Fuel pressure is set at 38 psi with vacum off.
