Default electrical problems

OK the 89 gt is having some electrical problems the fuse for the ciz lighter an cruise control is ****ed up everytime i put a fuse in it pops an ideas on where to start looking?

Look in the cig lighter to make sure there's no coin in there

Ive had that exact same problem for what seems like forever. My cruise and horn work perfectly but when i hook a car vac to the cig lighter it blows the fuse. I bought a new lighter (old one was rusty anyway) thinking that was the problem but it still blew so id say its a bad ground but everything looks good.

Havent traced the wiring to the fuse yet.
