If they are just the wrong color, you could wet sand them down with "P500", grit. This is NOT a 500 grit paper. I got mine from an auto paint supply. Prime them, and paint. Be sure and use a flex additive so the new paint will not crack when stressed. If they are rough and need to be smoothed out, use a courser paper and then go back to a finer grit to finish off with. Prep makes all the difference. Are you planning to paint yourself?

Ok, just wet sand them down till you get them smooth. Do a little at a time, you will develop for it. Any lines or cracks you can feel will show through the paint. You can also use "Feather Fill" primer to help even them out. Just take you time.

Start out at low # sand paper if your new to it. And use water when sanding. This will redue dust and make it easier on your self. Use at 400 grit and then move to around 800-1000

When prepping for paint you don't want to sand with 800-1000 grit. You want to leave a litle roughnes for the primer to "bite" into. P500 is plenty fine.

thats good, if there are cracks on the front bumper you get they will have to be sanded down to the plastic so they won't show through eventually.
+1 on the flex additive to prevent future cracks.
+1 on using lower number paper, i worked in a body shop for a while and we used 600 as the highest grit before painting
also, make sure it is properly cleaned before painting.
