From what I understand a short block is an incomplete motor w/o heads and intake while a long block has heads. I am also fairly sure the 351 and 302 use the same heads.

Short block is just bottom end. 302 block (Bored and stroked to get the 347) will not hold as much HP as the 351, and the 351 will be cheaper to make BIG HP. I would go with the 351 if I were you, but either way you are going to lose and form of decent gas milage with the mtors. Yeah you could drive it slow and the like and still get 15 or so, but you probibly won't. I have a mostly stock 5.0 and every time I put something new on my gas mileage goes in the crapper for a week or so because my foot gets heavier.
Fully dressed the 351W series engines will be about 90# heavier than a 302/347.
This is weight that will be on the front of the car which in the case of a FOX body came from the factory with at least 54% of the weight on the front wheels......
A short block is a block, pistons, crank, rods, cam, and an oil pump if i remember correctly. A long block is all that plus heads. 302, and 351 heads are interchangeable, although the bolt sizes are different. I believe 302=7/16 and 351=1/2
