Default Inner cowl surface rust

Is this a common thing for the Fox? If so, is there a good waay to get in there and clean it out/repaint? I looks like the top panel is welded on and access from the grill is so-so.

Are you talking about inside the cowl? Like under the grill piece right before the hood? I would guess that most of the time rust in there would be caused by old leaves, etc.

Yeah, that's the area I'm talking about. Its just that getting in there through the wiper access panel isn't the greatest approach. I was hoping maybe you could access it with a fender off of something. Cutting the welds may be the best way to go, but I'm really not in to that at the moment. The entire car could use a respray so maybe in a couple years I'll do it right. For the moment I'll do what I can through the hole. Its not very bad, just surface here and there.

I was thinking about using an air brush to get in the tight spots, but sanding (and the underside of the panel) will be challenging.
