bolt ons are "simple" mods that make your car better. With an exhaust, intake, and gears you might be able to pick off some LT1s and WRXs (non STI) but the Evos, Skittles, and LS1s will probably still walk you.

You should be able to get gears installed for under 500, including the gears. Go w/ FRPP gears, too.
Bolt-ons are parts that are bolted on to the motor to replace stock parts w/o getting into the motor itself. Examples: Any and all exhaust (headers, mid pipe, catback), CAI, intake, MAF sensor, etc.
Your cheapest solution would be full exhaust, gears, K&N panel filter w/ larger MAF, bump timing (may require higher octane gas depending how high you bump it), remove air silencer. After that, upgrade your suspension and chassis before adding more power.
