Default ?Sign of a bad EGR?

I took my EGR off and cleaned it. I re-installed itwith newvacuum linesand decided to check for vacuum leaks. I sprayed carb cleaner all over andwhen I sprayed the EGR,the motorrevs. Is this a sign of a bad EGR? I assume it is, due to a bad diaphram.
Any help is much appreciated. I've been trying to get this surging to stop and have yet to find a solution. I cleaned MAF, IAC, Throttle Body, set TPS, installed vacuum lines, new plugs/wires, new distributor with ignition module, and fuel filter. I am still stumped, hopefullythis could be it.

Sounds like a vac leak around the EGR consiering how you said it revs up..........You mean by surginfg-cuttin out or what exaclty?

The surging happens while driving in gear at near constant RPM and you have to accelerate for it to quit surging/bucking.If youaccelerate hard from thebeginning, itruns fine.

BTW. It revs up when I spray inside the EGR

There shouldn't be any vacuum at the valve engine idling, so the diaphragm possibility cancels out.....unless you have the wrong line connected. Make sure the vacuum leak is not at the EGR base gasket, or the EGR spacer gaskets in the TB. Also try by squirting some water instead of carb cleaner, if the idle gets worse....there's your leak.

Well i know mine(and alot of others) peoples cars are doing the same thing but its b/c its so damn cold out, where i am neway...........

It does it when it's 60 degrees outside. Will the EGR make the Check Engine Light come on?

It should, it is a sensor that runs to the EEC
