I thought someone on here had a problem oncewith the baffle in the gas tank coming loose and getting sucked up to the pickup tube in the gas tank restricking flow.
This would be cured by turning it on and off. Kind of along the lines of what samseed says.

I looked up that baffle thread but it didn't really give any details about it. If it was a baffle in the gas tank getting sucked up in the pickup tube then wouldn't it keep getting sucked up when I turned the car back on.

The problem is in the electronics....the fact that you turn the key off and restart it, with a different condition, points in that direction (the system does a type of reset everytime you turn the key on).....I would revisit all the grounds, reset the ECM, and.....run the self-tests.

Theres just something in my head saying theres something more. I have to run it for a while and then turn the car off and back on for it to work. I can't just turn the car on and off when I first start it. I don't know if I make any sense or not.

I know....but start by gathering the data, information and testing.....don't guess. You'd be surprised of the problems an intermittent ground could cause......

well one thing is your safety neutral switch isn't hooked up or bypassed. grinding it your starter needs a shim...and I say replace that key switch inwhich ford had a hugh recall on them and the the salt-pepper connectors as well...you can have a ford dealership enter the vin to find out if they have been replaced
