ford used those on like everything...should be easy to come by...take a car for a "test drive"...just kidding.
I had to take mine off my old F-250...in winter it would get wet and stay wet under that rubber thing...also had the same problem on my wifes tempo...probably not a big deal with a hot summer running mustang. I think its there to keep water from spraying off the fan onto the cap.
