Might have something to do with the fact that your 95 mustang is not OBD2

Time to break out the EEC-IV tester. OB1...We got a cool little Rotunda old school scanner at work.

What kind of scanner are you using 95gtdrop?

'95 Mustangs with V6 engines = OBD-II (EEC-V)
'95 Mustangs with V8 engines = OBD-I (EEC-IV)

The only Ford models that had a 302w OBD-II EEC, were the Explorer/Mountaineer SUV's.

VIP or test connector is behind the passenger side strut tower.

Actually, my car is a 94 and it has the OBD II plug also... Dunno if that was just for something planned later or what for 96 when it was introduced in all vehicles...

Look under the hood on the passenger side near the wiper cowl and you should find the plug for the computer..Should be two wires
