Default engine specs

I am getting a 1989 crown vic later today and wonder what the differences are between that engine and the mustang H.O. engine. One websight said the 'vic engine was only 150HP!! Is it the heads or cam or both? If the differences are minor, I'll go ahead and keep it. Otherwise, I'll keep it turbo (2.3L) Let me know what you think.

Is this something I can easily change? I'm just worried about having to change the heads or crank. I plan on changing the cam and a few other parts anyway.

the HO motors had the 351w firing order (its all in the cam) i dont think the intake or pistons are different. the heads, crank, rods, and block is the same for sure.
