NO, just the fog lights. The headlights work without the key, but for the fog lights to work the ignition has to be in the ON position (not ACC)and the headlights have to be on (not just the parking lights). Really odd, but that's how it works on my 86 and I think the wiring is factory.

they are always on though and yes i have noticed they get a little brighter when you turn the brights on even though they arent the brights
