yes it is, i live in california and i dont really want to risk getting my car impounded and slapped with all kinds if fines. The car is pretty loud as it is and with the stock h pipe and without it i am sure to get pulled over. I thought about hollowing out the cats, but then i would have to get another H-pipe for the smog.

There was a guy that did U/D pullies, elec. fan conversion and like a catback or something with his exhaust (can't remember exactly) and dynoed it before and after. He gained like 13 horsepower and 10 ft. lbs. of tq. at the wheels.
