Default Clutch adjustment?

I have an adjutable cable, double hook quadrant and the firewall adjustment on my car. My problem is I still can not get my clutch to release any lower then the top of the pedal. Is there a magical way of getting this to work or am I just simply out of luck.

do you have it tightened all the way down on fork?

Yes I do, should it be pulling the forka little, I have tried hardly no pressure and putting pressure on it by tightening the cable as well.

What do you mean cranked down on it? Btw it is unfortunately a KC clutch

I am having the same problem and I need a whole new clutch pedal assembly because the previous owner tried to fix it by spot welding the quadrant section back together.

I have found though if I keep trying to drive it, it will eventually shif and work, but once I turn it off and back on it won't work.
