It's illegal in most states but it usually doesn't stop people. If you can't find someone to inspect the car for you, keep your stock H pipe and swap it out when it comes time for inspection. If you dont want to do that just get a pipe with highflow cats. At least in NY cats just have to be visable, they dont hook cars up to a sniffer so as long as your check engine light isnt on you're good to go.

But I just found out, no cats is against the law in Texas. So what do i do?
its illegal here too but that didnt stop me. keep the stock mid-pipe and put it on for testing or just pay some guy off to pass your car when the time comes

I love the smell of no cats, as long as your car is running right.

doesnt smell unless you have an exhaust leak and its getting in the car. as long as you dont have any leaks and your motor is running right you wont smell anything. if you have dumps, you may smell it because the fumes will come into the car

Maybe that's why you never hear the complaint. lol. Cause the ones who have no cats love the smell

I am asking cause I am bout to replace midpipe (cat gone bad) with a o/r x (since my inspect aint legit anyhow) and on another thread a guy was saying how horrible his o/r was and he wants a pipe with cats.

it's against the law in every state. Just tell the cops to go **** themselves and take the cats off anyway! Don't let those bullys push you around!
