What should i do first?
whats up!
i got a 1989 5.0 california special.
now i wanna start modding the S.O.B
were should i start?
Exhaust and Intake obviously...
i was thinkin heads, pulleys, and gears? (remember, im on a low budget..)
how much of a difference does throttlebody, and mass airflow sensor make?

RE: What should i do first?
i would go with exhaust, 3.55s or 3.73s, a CAI or K&N air filter, remove the air silencer. underdrive pulleys don't really matter too much, but you can replace them if you want.
all that would be first because you can do it on a low budget.
when you get more funds, then think about the engine. IMO, the cam is extremely important, you can get gains just from changing the cam and keeping stock heads. but i would also change heads, and change the intake manifold.i would go with PP typhoon because its cheap and just as good as the edelbrock RPM intake. slap on a 70mm TB and a 73mm MAF and you're good to go.
the bigger TB and MAF only really matter when you upgrade your H/C/I system

Full tune up... plugs, wires, cap/rotor, fluids flushed/filled, advance timing, remove stock air box, k&n filter, larger MAF/TB/Spacer, Upper Intake, headers, midpipe, cat back, subframes, control arms....
If you go with an off road mid pipe, you might as well delete the smog pump and egr valve...jmo
