i doubt it's that pulley
the smog pump or alternator is more likely to seize up...the howling is most likely the belt slipping on the pulley because the pulley is stuck
and yes it's the tensioner pulley
if you removed it, you will not run any accessory, so yes you can drive it to get somewhere, but you'll not be charging the batt so when it dies, the car will die
you'll have maybe 10 minutes or so.......depends

Well i just changed the belt so its not that.. when i took the belt off, the idler pulley felt seized up when i twisted with my hand.. it was really stiff. I will replace it tommorrow.

just get a new one, they are cheap. Bring it in with you to make sure you are getting the right one...seems like they are pretty universal and are never quite right, unless you go to ford.

Can I just run my car without it!?!?!? My GOD, you must know absolutely nothing about cars!!!!!!!!!!!!
Sorry, I don't mean to be a jerk, but WOW. If you couldn't just look at the front of your motor and figure out what that was and that it keeps the belt tight... just put down the hood, back awayand stick to driving the car and let a mechanic do your work.

Capri Debris, Nitrous_bob, and apparently FullAuto (which im suprised) Obviously dont know the differences between a fox and an SN-95 wen it comes to the accessory drives
that is NOT a tensioner... its an IDLER pulley. It unbolts, and is easy to replace. Remove your serpentine belt and see if that pulley wiggles alot.. if so.. replace it.
Its a good idea to keep it so the belt runs properly between the alt and p/s, however, its main function is to keep the belt away from the upper radiator hose.
