it is a cable you replace the oem one with and it gives adjustmant on the fire wall, for fine tuning, and if self adj, is worn out

just that on a high milage car, the self adjusting quadtrant does not work properly, and a after market one is a very useful thing to get a good pedal feeling out of it

the main reason is you want to get rid of the stock plastic quadrant..use the stock cable with a 3 hook quad and a firewall adjuster
