It could cause any number of fuel related problems if it were broken. You may find that you're running pig rich at lower RPM ranges. It may take longer to crank and start. it may foul plugs, run rough, stall the car, etc.

works for me..
it idled fine for like 2 min then i took the vid and that was the firs time giving it gas since i plugged it back in
i guess ill just go to autozone tomorrow and try and rent a fuel pressure gauge
are regulators expensive? and ill prob try a new fuel filter too

It's hard to hear on my laptop speakers. But I'm guessing that the regulator was bad and the vacuum line was sucking fuel through the regulator and into teh intake. So the previous owner decided to simply disconnect it rather than replace it. Just makes me wonder what other shortcut / ghetto repairs he did.
Try replacing the regulator with a known good regulator. It's literally a 5 minute swap. Then you can reconnect the line and see how it runs.
Before you do that though, you can check one more thing... Take a look at the line you reconnected and see if there is any fuel in that vacuum line. You should be able to see it or smell it. If you can see or smell fuel in that line, you know teh diaphram is ruptured and it's time for a new regulator.

ok so it kinda runs w/ it plugged and when its connected it backfired and died.. the first vid was w/ it plugged and the 2nd was w/ it connected.... gotta love fuel issues... oh and i had it plugged in for about a month until today and then when it wouldnt start i plugged it back up and it kinda ran... so im guessing its gotta be that and possibly a clogged fuel filter even tho its only a couple months old.. and im gonna rent that gauge tomorrow.. so ill let you guys kno
