only way to eliminate the noise is to completely flush the system with synthetic p/s fluid, but it's really a hit or miss with a used rack & pinion.
even a brand new pump, or reman, will whine somewhat. probably less than your other, but you will not eliminate it without ^^^^^^^^^

how about your tensioner? you should be able to pull that tensioner up quite a bit. at least 3-4inches of movement
