Default lowering kit ?

Two questions ? I just bought a bone stock 91 GT with fairly low miles. I noticed the right rear fenderwas sitting just about an 1.5 inces above the tire much lower than the left rear. How can this be fixed? Or would it be better for me to go and get the BBK or Eibach lowering kit and would that solve my problem?

OK thanks was not sure if there a seriousproblem I had to fix before I went and put on exhaust and headers
