slight problem with heater

If I have my heat on high fan setting it blows steady but if I put it on the 1st 2nd or 3rd setting it blows out pretty hard then it kicks down and then kicks back up and so on and so on,can anybody tell me what is wrong and how to fix it. Any input would be greatly appreciated!!!!

does it cut out completely and come back on in the lower settings???...maybe a bad blower motor resistor or high resistance in the switch contact surfaces

it doesnt cut completely out it just kicks down real low then kicks back up to normal speed for afew seconds and back down.

Is it the defrost your referring to? Because that runs off the compressor.

Since the defrost runs off the ac compressor it will kick on and off just like your ac.
