Default strange foglight problem, very irritating...

I bought new fogs for my 89 GT that were the complete setup and plugged them in, they didnt work. my headlights have always worked and the reason i say that is because the lights that make the switches glow on the dash have been off for a while. Might this mean the switches are bad or is it just a coincidence? Also, at one point my fuse for the cruise/horn blew and i tried replacing it but the instant i stuck a fuse in it would blow and the horn would go off, almost simultaneously, after doing this twice more i undid the wires behind the horn pad on the wheel and wire nutted them off seperately. Now my cruise works and my horn doesnt. any ideas to make both work??

all i can say really is just check for shorts in the wiring behind the fusebox and running to the horn, cruise and lights

^^^agreed or it could be a stuck horn switch it prolly has a short in the switch. i would start there
