Clutch is probably frozen to the flywheel with rust from sitting outside for a year with no tranny mounted to protect it from the elements. I have seen that happen in only a few weeks here in Florida, the humidity is killer.

adjust the cable down at the clutch fork. tighten the nut on the cable until the clutch fork barely has some play in it. I had a similar problem and thats what finally fixed it. Good Luck

Try pulling up on the clutch pedal, if it was out of adjustment you will hear a loud clunk. But it is most likely frozen up in their from rust.

If its frozen to the flywheel you will have to remove the bell housing, and unbolt the pressure plate. Then soak the clutch disc with PB blaster or some other lubricant that is good at eating rust. You may end up having to pry the disc off the flywheel, then unbolt the flywheel take it to a machine shop to check for tolerances and see if it can be resurfaced. By a new clutch disc, pressure plate, throw out bearing, and possibly clutck fork, reassemble and drive it till the wheels fall off.
