Help please!

I am putting in some 85-86 GT seats into my 89 - I am having a problem with the bolt setup on the seat itself. They bolt right into the floor pan just fine, but I cannot get the inside (the side of the seat closest to the center console) bolt tightened enough for the seat to be solid. Were the seat belts actually attached to the seat itself on the 85 or 86 GT's? Seems like I am missing a piece or two for these seats and I would like to know what...The bolt itself is a 6-star pattern and the bolt is larger on the one end so it doesn't actually go all the way into the seat. i was thinking about filling the empty (loose) space with some metal washers, but I would rather do it correctly...Any ideas?
