are you getting voltage on the power supply line to the IAT??? just guessing but the key needs to be on I guess. did you check it with the key on???

it does to check the resistance but to check for voltage to it the key has to be on IMO.

yup its hooked up right .. i am doing it right and still nothing soim gunna just replace the sensor its only 15 bucks
