eec code 95??

i pulled the codes on my car because car was hesitating...i got a code 95 (Fuel pump secondary circuit failure. The EEC senses infinite resistance to ground from the fuel pump on the Fuel Pump Monitor circuit.) what does this mean..is my pump bad??? help please
