Default Timing question

I recently got my car running after a complete rebuild. One thing I have noticed is about 3000 RPM's it seems to wake up and pull much harder. Could this be timing related??

Yeah depending on the parts you matched together, the power curv can very. You will see the specs mostly on intakes and cam's.
